Submissions to local Council consultations.

Councils have a number of different plans and bylaws which determine their priorities and govern rules and restrictions in the area. These plans and bylaws, or aspects of them, are regularly up for review and the general public are invited to provide their views and comments by way of submissions.

As the Councils are often the governing body for horse access in the area, it’s important for those interested in improving horse access to have their say in these consultations. If the Council isn't made aware that there is demand for horse access by responsible horse riders, then riding access in public places will continue to be lost.

While it’s easier to have your say in consultations for an area you live in and are familiar with, it’s usually possible to submit to consultations out of area as well, so if a particular region needs extra support, please consider making a submission to their plan.

The more the Councils hear from equestrians about our access requirements, recognise our sense of responsibility, community and problem-solving ability, the more likely they are to start taking notice and considering our inclusion in community planning.

This page provides a link to each of the New Zealand council consultation pages and the current consultations which have relevance to horse access. These are usually long term plans, parks and recreation plans, animal plans and transport plans.

The forms are generally online and often in an unhelpful format, but it’s usually quite acceptable to skip the questions that you don’t find relevant or useful, find the ‘other information’ field and provide your views and suggestions there.

Please consider completing at least the consultations relevant to your area and check back regularly to see what’s new. You can often register directly with the council for website alerts on new plans as well.
